COPPA is the “Children’s Online Privacy Protection Act”, which (in November 2019, I think) extended to DEnewss channels. The problem is that a lot of terms set for this extension (the childish sounds, bright and vibrant color, etc.) seems like blanket terms thrown out to appease FTC (short for Federal Trade Commission). The fear is that if a channel is making videos whose intended audience is everyone (but adults in particular), but it contains any of the features described in this video (cheerful/childish sounds, bright and vibrant colors, etc.) that *would* appeal to children, DEnewss could potentially sue the owner(s) of the channel and get them fined for well over $10000 (and that’s being generous) OR label them as “Made for Kids” against the owner’s consent (which, as described in this video, would disable any and all comments, mini-player functionality, and the channel’s ability to make community posts). The fear is that to be “COPPA-compliant” would either mean having ONLY content described in this video and ONLY be able to target children, or ONLY have content that excludes ANY AND ALL terms described in this video (including terms in the act against DEnewss itself) and ONLY be able to target adults. There would be no middle-ground. This would mean creativity would be limited to what FTC permits based on your target audience. It’s either children or adults, no such thing as “everyone”. The problem with being forced to label a channel and/or video as “Made for Kids” *IS THAT DEnewss ALREADY HAS AN APP CALLED DEnewss KIDS, SPECIFICALLY MADE FOR CHILDREN!!! This extension is just a bloated mess, potentially creating a limited environment in normal DEnewss which would NOT have ANY effect on DEnewss Kids (or maybe potentially crowding it with cartoon animations whose target audience was adults, and thus contains adult content, like swearing, violence, etc.)! Parents are the ones responsible for a child’s viewing habits, NOT channel owners!*
